Ambassador of Romania to the Republic of Cuba
We live in a world undergoing profound transformations. The traditional paradigms of diplomacy are evolving, while technology, social media, global interconnectivity and shifting societal values are reshaping the way countries are perceived and how international relationships are built. Today, a nation’s reputation is no longer defined solely by political dialogue or official statements. It is increasingly shaped by people, ideas, culture, education and the ability to create meaningful connections across borders.
In this context, promoting Romania’s image abroad has become more important than ever. It is not only a matter of national visibility, but also of trust, credibility and influence. Countries that successfully communicate their values, achievements and potential are better positioned to attract partnerships, investments, talent and opportunities.
At the same time, this objective cannot remain the exclusive responsibility of diplomats. Every Romanian citizen who studies, works, travels or conducts business abroad becomes, consciously or unconsciously, an ambassador of our country. Through their professionalism, integrity, creativity and achievements, Romanians contribute daily to the way Romania is perceived around the world. The image of a nation is ultimately a collective endeavor, built by institutions and citizens alike.
Throughout my 26 years in diplomacy, the promotion of Romania’s image has remained at the center of my professional mission. I have always believed that effective diplomacy extends beyond political dialogue and official meetings. It requires engagement with people, communities, universities, cultural institutions and business leaders. It requires building bridges of understanding and creating opportunities for long-term cooperation.
As Ambassador of Romania to the Republic of Cuba and concurrently accredited to eleven Caribbean states, I have continued to develop and refine this vision. My objective has been to make Romania more visible, better understood and increasingly attractive as a reliable partner in a region where our country enjoys significant untapped potential.
One of the most effective instruments for achieving this objective has been educational diplomacy. Education creates enduring human connections that often outlast political cycles and institutional changes. Today, we rely on more than 130 cooperation agreements signed between Romanian and Cuban universities, to create a solid framework for academic exchange and research collaboration. Forty-seven Cuban doctoral students are currently pursuing advanced studies at Transilvania University of Brașov, while more than 107 young people from the Caribbean study in Romania, thanks to the scholarships offered by the Ministry of Foreign Affairs. These figures are complemented by other scholarships granted directly by Romanian universities and other academic programs. It is my firm belief that foreign students in Romania help build bridges between cultures and become advocates of the values, knowledge and experiences gained in our country.
Cultural diplomacy has proven equally important, as it remains one of the most effective and enduring tools for strengthening mutual understanding between nations. Consequently, the great personalities of our culture (Eminescu, Enescu, Brâncuși) and the huge talent of Romania in all realms of art, ranging from painting to music, from dance to fashion, have been at the heart of the many cultural projects that I coordinated during my career. In an increasingly fragmented world, culture often succeeds where other forms of communication struggle. It creates dialogue where there was none, builds trust where familiarity is limited and brings people closer regardless of language, geography or political differences.
Public diplomacy has also played a crucial role in expanding Romania’s presence across the Caribbean region. The opening of four new honorary consulates in The Bahamas, Barbados, Grenada and Saint Lucia has strengthened our outreach and visibility, while creating new opportunities for engagement and cooperation on the solid basis of a permanent Romanian institutional presence in each of these countries.
I am proud to say that after a mandate as ambassador to Cuba and several Caribbean countries, Romania is more visible, mode dynamic in pursuing its objectives and stands out as a reliable partner. And the results of all these years of work speak for themselves. At the political level, sustained diplomatic efforts contributed to the first official visit to Romania by a Prime Minister from the Caribbean region in more than thirty-five years, a milestone that opened new avenues for bilateral collaboration. Economic diplomacy has complemented these achievements, including the organization of the first Romanian multisectoral economic mission to Barbados, Saint Vincent and the Grenadines and Cuba.
These accomplishments reinforce a simple but powerful conviction: a country’s image is not built through slogans, but through actions. Through education, culture, dialogue, partnerships and people-to-people connections. In today’s rapidly changing world, public, cultural and educational diplomacy are no longer complementary dimensions of foreign policy; they are strategic instruments of national projection and influence.
As we look toward the future, Romania’s success abroad will depend not only on the work of its institutions, but also on the collective contribution of its people. Diplomacy is the voice with which Romania speaks to the world, but its true strength comes from each citizen who carries our country’s values with pride, integrity, and confidence. Together, we are all ambassadors of Romania. Together, we shape the Romania the world sees.
