Digital infrastructures underpin the functioning of every modern society, and the true differentiator today is no longer access to technology, but the ability to integrate it coherently, securely and with a clear purpose.
For Romania, the present moment marks a stage of digital maturity: the transition from isolated initiatives to the construction of a national digital architecture capable of supporting long-term development.
Through its mission to provide secure IT&C services and infrastructures, the Special Telecommunications Service (STS) represents one of the key institutions supporting the functioning of the modern state. The role of STS goes beyond ensuring systems’ operation and extends to shaping an architecture of trust for the entire digital ecosystem for the public sector: from the development and operation of essential national platforms to supporting democratic processes and emergency management. All of this highlights a simple principle: innovation is sustainable only when it is secure.
In an environment marked by increasingly sophisticated cyber risks and growing digital interconnectivity across highly diverse sectors, interinstitutional collaboration is no longer optional. STS facilitates interoperability and supports the integration of technical solutions in fields such as healthcare, public safety and public administration
– areas where technology connects systems and creates real bridges between institutions and professions.
A state’s ability to respond rapidly and coherently to crises depends increasingly on its communications infrastructure and information technology capabilities. We are no longer speaking solely of networks and IT systems, but an infrastructure that supports public decision-making, the continuity of essential services, and citizens’ trust in the state. For Romania, strengthening this infrastructure is one of the most important investments we can make today.
The Government Private Cloud for a Shared Digital Ecosystem
The development and operation of the internal component of the Government Private Cloud by STS further strengthens this architecture through a secure, resilient and scalable framework in which data, applications and public services are hosted in a unified environment, based on strict standards of security, interoperability and operational continuity. Beyond its technological dimension, the cloud becomes a tangible expression of a new form of institutional collaboration – one in which fragmentation gives way to coherence and isolated systems are integrated into a common ecosystem.
This approach enables the responsible digitization of public administration, where cybersecurity and data protection are integrated by design – from the earliest stages of development. In this way, the government cloud becomes a pillar of the Romanian state, supporting public development through structured and up-to-date data, while enabling a faster and more transparent delivery of services to citizens.

Romania has a genuine opportunity to turn digitization into a strategic advantage. Through investments in shared infrastructures, the effective use of data and the strengthening of institutional coordination capabilities, we can build more efficient systems and a more resilient society.
Drawing on the experience gained through the implementation of projects of national importance, we can say that the digital future will be defined not only by technology itself, but also by the way it is organized, protected and placed in the service of people. This construction begins with a solid foundation: modern infrastructure, interoperability, data and trust.
Yet, perhaps Romania’s most valuable asset remains its human capital. Generations of professionals trained in a competitive environment and connected to global dynamics have transformed Romania into a hub of technological excellence. The challenge now is to preserve and further strengthen this advantage – through collaboration between experts from different sectors, through research and through the exchange of expertise.
At the same time, we must understand that digitization is not a purpose in itself, but a tool. Its true value is measured by its tangible impact on people and communities: accessible public services, better healthcare systems, tailored education and a culture that finds new forms of expression. Real transformation is the one that narrows gaps, rather than deepening them. And the Romanian state can deliver that. Numerous projects have already demonstrated that it possesses both the resources and the capacity to develop in the interest of its citizens.
Romania’s digital future is not a scenario. It is a collective undertaking – and its foundation is being laid today through secure infrastructures, collaboration and trust.
BIOGRAPHY
General eng. Ionel-Sorin BĂLAN holds the position of director of the Special Telecommunications Service since the 27th of May 2020, based on the decision of the Supreme Council of National Defense.
General Bălan began his military career more than four decades ago, progressing through all stages of professional and military training and development. For nearly 30 years, he has been working within the Special Telecommunications Service, focusing on ensuring, at an operational and strategic level, secure communications and information technology support for the Romanian state using the latest and most secure technologies.
He is the promoter of a performance-oriented transformational leadership style. He believes in people and manages to inspire, motivate, and guide engineers and specialists from the Special Telecommunications Service to achieve goals of major importance for Romania. He stands out for his ability to mobilize people around a clear vision and to maximize the institution’s results. Furthermore, he emphasizes the importance of growth for the personnel he leads, because he knows that their constant professional evolution and performance reflects the performance of the institution.
Ever since the first years of his career as a communications and information technology officer, general eng. Bălan has been a mentor to colleagues and subordinates, managing to instill in those around him solid military principles, a technical vision based on research and innovation, but also important fundamental values such as honor, loyalty, performance and professionalism.
Over time, he has completed advanced training programs in military, managerial and specialty fields. He attended the ‘Dimitrie Cantemir’ Military High School in Breaza, graduating in 1987, and subsequently consolidated his studies at the Military School of Active Communications Officers in Sibiu, graduating in 1990 as valedictorian.
In 1997, he graduated from the Faculty of Engineering, specializing in computers, within the “Lucian Blaga” University in Sibiu.
His extensive professional experience and outstanding technical knowledge have enabled him to participate in the implementation of large-scale projects of particular benefit to the society, within our country’s state IT&C system.
Since 1997, he has been involved, both as technical specialist and coordinator, in the development, administration, and security of broadband communication infrastructures used for the functioning of cooperation networks and services by the structures of national defense, public order and national security, and by local and central public administration authorities.
Likewise, he supports the development and consolidation of information technology systems and services designed to streamline relations between citizens and the state, through intensive training of the IT personnel from public institutions, the use of private governmental cloud infrastructures and the adoption of robust cybersecurity measures.
For the results achieved throughout the military career, general eng. Ionel-Sorin Bălan has been awarded numerous decorations and medals of special significance.
