New Standards of Care, Better Protection for Patients
The Order of General Nurses, Midwives and Nurses of Romania (OAMGMAMR) is actively engaged in improving the quality of healthcare services across the country.
One notable initiative is the pilot project for the implementation of a standardized nursing care plan. Through this project, OAMGMAMR is reinforcing its essential role in enhancing the quality of healthcare delivery by promoting modern professional standards and a patient-centered approach to care.
The project is a strategic initiative designed to strengthen the quality of nursing services and align professional nursing practice with contemporary standards focused on patient needs.
Spanning 14 months (June 2025 – August 2026), the project aims to test and refine the Guideline for Nursing Care Plans in 17 pilot hospitals throughout Romania. Each participating healthcare institution has appointed a project coordinator responsible for overseeing implementation activities, while local teams have been tasked with completing and reporting standardized care plans throughout the project’s duration.
The initiative is testing and validating nursing care plans tailored to various medical specialties, providing nurses with practical tools while ensuring a consistent and patient- focused approach based on individual clinical needs.
“Through this project, we aim to make a decisive contribution to the professionalization of nursing care, strengthening the role of medical nurses within multidisciplinary healthcare teams while ensuring coherence and continuity throughout the patient journey.
It is part of our commitment to promoting an organizational culture founded on best practices, professional accountability, and the continuous improvement of healthcare services provided to patients within Romania’s public healthcare system,” stated Mircea Timofte, President of OAMGMAMR.
During meetings with representatives of the National Authority for Quality Management in Healthcare (ANMCS), —the leadership of OAMGMAMR received strong support for the effective implementation of the nursing care plan and for securing the backing of both national authorities and participating healthcare institutions.
OAMGMAMR has prioritized continuing professional education for healthcare personnel in the pilot hospitals, alongside the implementation and monitoring of the care plans’ impact.
Best Practices Beyond Borders in the Nursing Profession
Throughout the project, OAMGMAMR has maintained close cooperation with its international partner, the Spanish General Council of Nursing (Consejo General de Enfermería).
The Council’s President, Florentino Pérez Raya, has repeatedly emphasized the importance of strengthening professional ties between the two organizations. He has described the project as a strategic opportunity to improve healthcare standards in Romania while facilitating the exchange of essential professional expertise and knowledge.
Likewise, Dr. José Luis Cobos Serrano, President of the International Council of Nurses (ICN), spoke during a project experts’ working meeting about the significant transformations expected in Romanian nursing over the coming years. He described both OAMGMAMR and the Spanish General Council of Nursing as pioneering and forward-looking organizations in advancing the nursing and midwifery professions.
“The next step following the completion of the project is to engage the relevant national institutions in implementing a national nursing care plan and integrating the project’s outcomes into hospitals across Romania.
By structuring and standardizing the care process, this pilot project dedicated to the implementation of nursing care plans represents a major step forward in the modernization of Romania’s healthcare services, with the potential to make a significant contribution to improving both the quality of medical care and the overall patient experience,” President Timofte concluded.
