From the operational standpoint, 2025 was a successful year for OPCOM, with high volumes of electricity traded for delivery—approximately 40 TWh—and market mechanisms operating in a predictable and transparent manner. The implementation of the 15-minute resolution and robust integration into the European SDAC and SIDC platforms mirror OPCOM’s ability to manage advanced markets aligned with the European Union’s standards. Thus, in a complex regional context, OPCOM maintains its status as a relevant player, capable of actively participating in pan-European projects and continuing to facilitate market integration.

Internally, OPCOM continues to maintain a strong profile, driven by solid corporate governance and certified management systems that prove to our partners and customers OPCOM’s commitment to quality and compliance, helping to optimize internal processes and mitigate risks, as well as a consistently high level of customer satisfaction. These elements strengthen confidence in the institution and ensure operational continuity; however, in a context marked by significant structural changes in the energy sector and increasingly intense external pressures, OPCOM aims to strategically redefine its positioning for the coming years.

Thus, OPCOM’s role in the energy transition is taking on an increasingly practical dimension. The implementation of the Contract for Difference (CfD) mechanism, marked by the signing of 75 contracts in 2025, marks a direct involvement in the development of renewable energy capacity. The significant wind and solar energy capacities related to these contracts turn the market operator from a mere facilitator into a pillar of public decarbonization policies. In this sense, OPCOM becomes a strategic, not just a technical, driver.

In practical terms, in a rapidly evolving market, OPCOM is transitioning from a market operator to an active facilitator of the energy transition and regional integration. Diversifying services, engaging in new strategic projects, and strengthening international cooperation are key priorities.

With a view to strengthening international cooperation, OPCOM demonstrates its expertise through the services it provides at the regional level, as an integral part of its business model, specifically through solid partnerships: on the one hand, its six-year continuous cooperation with the Slovak electricity market operator, and, on the other hand, the market operation services provided to the Moldovan electricity market operator, a company wholly owned by OPCOM.

With regard to OPCOM’s involvement in the central counterparty project, the company plays an active and essential role in the development of this critical infrastructure for the Romanian energy market. Through its participation in the incorporation of central counterparty and as a shareholder, OPCOM provides both financial resources and the technical and operational expertise essential to the success of the initiative to implement the local central counterparty, with the aim of increasing confidence in energy markets, reducing counterparty risks, and facilitating the development of energy markets by ensuring modern mechanisms for the settlement and guaranteeing of energy transactions.

Within the broader context of the energy transition and European integration, OPCOM remains a robust organization, and our involvement reflects our commitment to supporting the development and maturity of Romania’s energy market, as well as its alignment with European practices, while also helping to increase the market’s attractiveness for investors and market participants. At the same time, OPCOM remains responsive to changes in the energy sector, as long-term success requires a constant ability to adapt, which supports the company’s position as the architect of Romania’s future energy market.
